Katy Perry has this smoky, silver look in the 'If We Ever Meet Again' video. She is also testament to the fact that sometimes you should just ignore the silly 'makeup rules' like the one telling you not to match a heavy eye with a dark lip.
So here's how you get the look:

Now we begin!
Prep your skin. Then take the lightest colour in your silver palette and layer in onto your eyelids from the lashline to the crease.
Then, take a slightly darker grey and blend it at the outer and inner corners of your eyes, leaving out the middle part of your eyelid.
Using a thin brush and a black eyeshadow, start at the very end of your lashline and wing the eyeliner out, aiming for your eyebrow. Then, curve it back into your eye at the crease (like a cross between a 'V' and a 'C') and line the shadow into your crease, halfway into your eye. Layer the eyeshadow quite thickly, and colour in the winged part very slightly.
Blend the black shadow with a blending brush.
Take a silvery, shimmery shade from your eye palette. Lightly brush it into the middle part of your eye (the area that you didn't layer the darker grey shadow on). Make sure it is nicely blended into the black shadow.
Line your eyes with a liquid or gel eyeliner. Then, glue on the false eyelashes. Use a black glue so it looks natural.
Sweep a light beige shadow underneath your brow line.
Take a lip pencil and line your lips. Katy Perry's lips are nice and full here, so if you want, you can line your lips slightly outside your natural lip line - not too much, though.
Fill your lips in with your red lipstick. To create an illusion of a fuller lip, dust some bronzer underneath your bottom lip. Also, a great trick to use is to take your silver shadow, blend it with a little clear lip gloss, and dab it onto the middle of your bottom lip. Only the middle!
Finish up with some blush, and you're good to go!
